Professor of Public Law at the Law Faculty of the National and Kapodistrian University of Athens. Attorney at Law before the Supreme Court (Areios Pagos), Spyridon has been a member of the Athens Bar Association since 1974, as well as co-founder and Managing Partner of the Law Firm “Flogaitis– Sioutis and Partners”.
He studied Law at the University of Athens, graduating summa cum laude in 1973 and continued his studies in France at the Paris II (Panthéon-Assas) University and the Paris I (Panthéon-Sorbonne) University, where he obtained a Doctorat d’État in Law and a Doctorate in History (1978). He is also a graduate of the École Pratique des Hautes Études.

In 1972 she graduated from the Ursuline Greek-French School, in 1977 she obtained her degree from the Law School of the University of Athens, in 1978 she received a postgraduate degree in Public Law from Paris II Panthéon-Assas University and in 1985 she was awarded a PhD from the Law School of the University of Athens. Since 1981 she serves at the Law School of the University of Athens, where from 1999 until today she became a full Professor, teaching Administrative Law and Environmental Law at undergraduate and postgraduate level. She has supervised a large number of dissertations in Public Law and Environmental Law. From 2004 to 2006 she served as Director of the Public Law Division of the Law School.

She has extensive experience, at advisory, opinion and litigation level, in all areas of public law, with particular emphasis on environmental law (cases concerning the seashore, environmental licensing of projects and plans, etc.), urban planning law, public procurement law, and the law of public servants and officials (cases concerning the service status of senior public officials, the election and advancement of university professors of all ranks, etc.).
She is an external collaborator of the Regulatory Authority for Waste, Energy and Water and legal counsel to the Natural Environment and Climate Change Agency. She has been a member of the Athens Bar Association since 2010 and has served as a member of its Board of Directors. She holds a Law Degree from Democritus University of Thrace and a Master of Laws (LL.M.) in Public Law from the National and Kapodistrian University of Athens. She speaks Greek, English, and French.

She holds a Bachelor of Laws and a Master of Public Law from the National and Kapodistrian University of Athens, as well as a Master of Laws (Legum Magister, LL.M.) from Ruprecht-Karls-Universität Heidelberg. She is fluent in Greek, English, and German.
She is an attorney-at-law registered with the Athens Bar Association and has been a member of “Flogaitis – Sioutis and Partners” Law Firm since October 2015, initially joining as a trainee lawyer and serving as an associate lawyer since July 2017. She has extensive experience in all areas of public law, with particular expertise in tax law, environmental and spatial planning law, and energy law, handling both advisory work and litigation.
She holds a Law Degree and an LL.M. in Public Law from National and Kapodistrian University of Athens, as well as having completed the “Tax Law for Jurists” Program at Athens University of Economics and Business. She is fluent in Greek, English, and German.
Attorney at Law admitted to practice before the Court of Appeal, registered with the Athens Bar Association. He is a graduate of the Law School of the University of Athens and has obtained an LLM in Environmental Law from the same University. Vasilis joined the firm in 2017.
He specializes in public and EU law, both in terms of litigation and consulting, with a particular focus in environmental law, spatial and urban planning law, public procurement law, law of Public Private Partnership (PPPs) and concession agreements, as well as in expropriations. He speaks Greek, English and French.
An attorney before the Court of Appeals, registered with the Athens Bar Association, Thanos Zeris has been an associate of the Firm since 2019. He is an alumnus of the Law Faculty of the University of Athens, both at the undergraduate (2019) and the graduate (LL.M. in Environmental Law of the ‘Public Law – Public Policies’ program, 2022) level.
At the under-graduate level, he attended a semester at the Freie Universität Berlin, in the context of the ‘Erasmus’ program of the EU. He specializes in the fields of public and EU law, and, especially, environmental law, spatial (zoning) and urban planning law, as well as public procurement law, both in litigation and consulting. He is fluent in English and German.
Antiope is an Attorney at Law. She graduated from the Faculty of Law of the National and Kapodistrian University of Athens. During her studies, she completed a stage at the Permanent Representation of Greece to the Council of Europe in Strasbourg and at the Embassy of Greece in Paris.
She joined the law firm “Flogaitis – Sioutis and Partners” in 2024 and is fluent in English and French.

She has extensive experience in public law, with particular emphasis on the law of public servants, environmental law, and energy law, both at the advisory and litigation levels, while also possessing significant experience in education legislation and urban planning law.
She holds a Bachelor of Laws and a Master of Laws (LL.M.) in Public Law from the National and Kapodistrian University of Athens and currently serves as Legal Advisor to the Decentralized Administration of Attica. She is fluent in Greek, English, French, and German.
Since April 2025, she has been working as a trainee lawyer in the Firm. She is a graduate of the Law School of Athens and an LLM candidate of the “Franco-Hellenic Specialized Public Law” program, jointly offered by the Law School of Athens and the University of Bordeaux in France.
Throughout her traineeship, she has handled cases in the fields of public and European law. She has also completed an internship at the Legal Department of the Permanent Representation of Greece to the EU in Brussels, where she further developed her expertise in EU law. Additionally, she has studied European and French administrative law at the University of Bordeaux as part of the Erasmus+ program. She is fluent in Greek, English, and French.

Martha is a Law graduate (LLB from the London School of Economics and Political Science, 2018–2021, Upper Second-Class Honours), with a postgraduate degree (LLM) from Queen Mary University of London (2021–2022, Upper Second-Class Honours).
She is bilingual in Greek and English. She also speaks French. She joined the law firm “Flogaitis – Sioutis and Partners” in October 2025.
