Professor of Public Law at the Law Faculty of the National and Kapodistrian University of Athens. Attorney at Law before the Supreme Court (Areios Pagos), Spyridon has been a member of the Athens Bar Association since 1974, as well as co-founder and Managing Partner of the Law Firm “Flogaitis– Sioutis and Partners”.
He studied Law at the University of Athens, graduating summa cum laude in 1973 and continued his studies in France at the Paris II (Panthéon-Assas) University and the Paris I (Panthéon-Sorbonne) University, where he obtained a Doctorat d’État in Law and a Doctorate in History (1978). He is also a graduate of the École Pratique des Hautes Études.
At the University of Athens, he was elected Lecturer in 1982, Associate Professor in 1985, and has been Full Professor since 1992. He teaches Administrative Law, Comparative Law, International and European Administrative law. He has also held distinguished academic positions in various Universities and at the University of Cambridge, such as Arthur Goodhart Professor and later Yorke Distinguished Visiting Fellow.
He has held numerous high-level institutional positions, including President of the United Nations Administrative Tribunal, President of the Administrative Tribunal of the European Bank for Reconstruction and Development, and Judge of the Special Supreme Court under Article 88.2 of the Constitution of Greece. He has also served as Minister of Interior of Greece (2007, 2009) and Deputy Minister of Foreign Affairs for European Affairs (2015).
Vice-President of the Appeals Board of the European Space Agency and as member of the Appeals Boards of EUMETSAT and the European Centre for Medium-Range Weather Forecasts, Commissioner of the International Civil Service Commission, Chair and Deputy Chair of the Joint Appeals Board at the International Fund for Agricultural Development.
He has presided over or participated in numerous legislative and institutional reform committees in Greece and internationally, including committees on judicial reform, administrative procedure, environmental law, and public works.
He has been awarded several distinctions, including Chevalier de la Légion d’Honneur (France), Cavaliere dell’Ordine di Merito della Repubblica Italiana, the Hungarian Order of Merit, and the Order of Prince Henry (Portugal).
He is Director of the European Public Law Organization, Honorary Fellow of Wolfson College, Cambridge, and Academic Bencher of the Inner Temple.
The author of numerous books and publications in public law, including “Evolution of Law and State in Europe”, “Public Contracts”, “The concept of decentralization in France Germany and Italy” and “Administrative Law et Droit Administratif”, to name only those published in English or French, as well as, the co-editor of leading legal journals, including “Environment and Law”, “Energy and Law”, and “the European Review of Public Law”. He is fluent in English, French, Italian and German.
