Professor at the law school of the National and Kapodistrian University of Athens (Public and Environmental Law). Attorney at law before the Supreme Court of Greece, co-founder and Managing partner of Flogaitis- Sioutis and Partners” Law Firm.
In 1972 she graduated from the Ursuline Greek-French School, in 1977 she obtained her degree from the Law School of the University of Athens, in 1978 she received a postgraduate degree in Public Law from Paris II Panthéon-Assas University and in 1985 she was awarded a PhD from the Law School of the University of Athens. Since 1981 she serves at the Law School of the University of Athens, where from 1999 until today she became a full Professor, teaching Administrative Law and Environmental Law at undergraduate and postgraduate level. She has supervised a large number of dissertations in Public Law and Environmental Law. From 2004 to 2006 she served as Director of the Public Law Division of the Law School.
Attorney at Law at the Athens Bar Association since 1979, she mainly deals with cases of Public Law and Environmental Law. She has vast experience specifically in public procurement law, tax law, competition law. From 1990 to 2004 she was a partner at the law firm “Flogaitis–Pamboukis–Sioutis & Partners” and from 2005 she is co- founder and Managing Partner at the law firm “Flogaitis – Sioutis and Partners”.
She has served as member of many committees, such as: (1993) the Committee for the drafting of the Code of Administrative Procedure, (1995–1997) the Central Legislative Committee, (1996) the Committee for the drafting of the Road Traffic Code, (1996) the Committee for the drafting of the new Organisation of the Ministry of Foreign Affairs, (2000–2001) the Supreme Special Court (Greece), (2000–2004) the Regulatory Authority for Energy, (2000–2004) also the Board of Directors of the National Centre for Environment and Sustainable Development. She is member of the Board of Directors of the European Public Law Organization, of the Association of Greek Constitutionalists, of the Greek Section of the International Institute of Administrative Sciences, of the European Environmental Law Council and President of the Hellenic Society for Environmental Law. From October 2009 to September 2010 she served as Legal Advisor to the Prime Minister. Member of the Legal Council of Alpha Bank from 2017–2019 and member from 2018 until today of the Legal Council of Eurobank.
She has participated in numerous Greek and international conferences and has written many books and articles of administrative and environmental law, such as indicatively: “The constitutional protection of the environment”, “The legal protection of the environment in Greece”, “The advisory procedure”, “Sustainable development and environmental protection”, “The presumption of legality of administrative acts”, “Greek environmental law and judicial protection”, “Legal interest in annulment application”, “Environmental Law Handbook (4th edition 2022)”, “Administrative Law (5th edition 2022)”. She co-directs the scientific journals: “Environment and Law”, “Energy and Law” and “European Environmental Law Series”. She is a member of the editorial board of the Journal of Administrative Law and of the scientific committee of «Nomiko Vima». She speaks Greek, English and French.
